We do not directly support Weblinks extension import and export but we do have Custom table export and Custom table import operations with which you can export and import Web links data from Joomla 3 website to Joomla 4 website. The only drawback of custom table export is that there are no filters available as it is a generic export.
As of categories and custom fields in Web links, we do support import and export of Joomla Categories.
