There seems to be a little misunderstanding here. if you click on the same shopper group name filter box, instead of "All shopper groups" you select "No Shopper groups assigned" as filter and save the template, in your export file you still see 8 records? Can you share the screenshot of your options tab again along with debug log?

The query in debug log shows that you are exporting the users with a shopper group id filter of 2. This don't seem to be the id for "All shopper groups" filter. Also, what do you see in your export file when you set the shopper group name filter to "No assigned shopper group"?

Are your users set to any shopper group? That would be the reason why you are not seeing all the users in your export file. To export users without any assigned shopper group in your export template settings on options tab you can set the filter Shopper group name to No assigned shoppergroups and do the export. Try it and let me know how it goes. If you still have issues, you can post the debug log of the export.
