Resolved Error 403 when trying to install RO CSVI

I am trying to install RO CSVI but when I try to install it I get the error:

403
Forbidden
access to this resource on the server is forbidden

Hello Matt,
access to this resource on the server is forbidden
This is often caused by extensions such as Admin Tools or other security extensions. See if you can either disable them or whitelist RO CSVI (com_csvi is the internal name) and then do the installation again.

There are known issues with Admin Tools for import/export as explained in the RO CSVI import or export does not work document.
