Hello Elisa,
These settings are used for article_url field in Joomla content export. With generating SEF URLs export would take a lot of time to finish. To minimise this time we have added Cache SEF URLs option. If this is set to Yes SEF URLs are generated the first time when export runs and saved to database table and from second export values are read from database which avoids SEF URLs generation again. With Empty SEF cache option existing SEF URLs are removed from database tables and fresh SEF URLs are generated on export. You can also generate SEF URLs from RO CSVI Maintenance page so the process of generating these SEF URLs are done before the export. With export it will be reading URLs from database and that will make export run faster.
