You can create a rule of the type Multi-replace and this has the option to lowercase values. One thing to make sure is that the new rule comes after the combine rule in the rule list, as rules are processed in the order they are listed. Add both rules to the field that contains the value and you should have a lowercased result.
You can check this on the preview step as the rules are already processed at that point.
