Resolved template cannot apply more than one tag to an article

I have a RO CSVI template that applies tags to articles. The source is a VIEW. Each row has one tag. However, if there are multiple rows that correspond to one article, only the last tag gets applied to the article. It seems that the template only allows one tag to be applied to an article.

Hello Steve,
In Joomla content import template on Options tab set Append tags to yes, save the template and run the import. This option will append tags to articles on import.
