Resolved Step by step migration guide?

Greetings,

There must be a sequence to migrating to a fresh Joomla 4 site.
Here’s my guess as to what the order should be.
Would really appreciate your insight for all of us.

System and component Set up for export migration
System and component Set up for import migration

Now you're ready to start the migration process.

USERS
First step, so that articles can find their creators.
1. Joomla User Access Levels
2. Joomla User Groups
3. Joomla Users (at least the content creators/admin)

COMPONENTS
I would guess here’s where you install as many components and plugins as one can from the old site that is J4 compatible.

CONTENT
Joomla Categories (to put content into)
Joomla Content
Joomla Tags- for content
Joomla Fields Group – for content
Joomla Fields – for content

MODULES
Joomla Modules

MENUS
Joomla Menus – to link them all
