Is it possible to carry out the various imports and exports programmatically, with the applicable parameters, i.e. not via the Joomla admin interface? I am thinking of doing that for a devops workflow for new releases of a Joomla! site.

What you are looking for is called cron jobs. Although not specifically used for cron jobs only, it is the main purpose of this file. You can start an import/export from the command line with it. See the Setting up a cron job documentation. The only thing you don't need to do is set up a job in the control panel as you will execute it from the command line.
