Hello,
The problem is with your import file. The CSV file you attached is UTF-8Y encoded which means it is a BOM file. The Byte Order Mark(BOM) is an invisible 3-characters at the beginning and you can see it in your file. You have to first save your file as a normal UTF-8 file and then run the import.
