Resolved Migrated tags unpublished tags on J3 are trashed on J4

Hi! I am migrating a website from J3 to J4. I am now trying to migrate the tags.

When I import the tags using the 'import tags migrate' template the unpublished items (state 0) are 'trashed' on the J4 site (state -2).

Is this a bug?
