Resolved Migrate Virtuemart 3 to Virtuemart 4 using CSVI.

You can use Example templates which comes with RO CSVI installation to migrate VirtueMart data. Please check document Install the example templates for RO CSVI addons to install example templates. Install these templates on both Joomla3 and Joomla 4 sites, run export templates on Joomla 3 site and use the export file on Joomla 4 site. You can modify these templates as per your need.

I tested this with Joomla Categories and Articles and noticed that the order in which the data is imported makes a difference.
Do you have a description of the preffered order for all VM data?

There is no preferred order for RO CSVI but there is a logical order from Joomla. You cannot import articles before categories, same as you cannot create an article for a category that does not exist. The same goes for users, you need a usergroup before you can assign a user to that group. In terms of import, this means, first import the usergroups and then the users.
