Hello,
The first thing i noticed with your import file is that file is not UTF 8 encoded. I see few non readable characters when running the file using
CSVI Analyser. You need convert your file as a valid UTF-8 encoded file before running the import,
Save a CSV file as UTF-8 document should help you in converting your file.
If you still have issues post the debug log of your latest import with the new import file. To know on how to get the debug log check
