Hello,
If you are downloading remote images and you do not want to download them again you can set Re-download image to No on Image tab in import template settings. If you do not want to process products which are already existing in import template settings on File tab set Overwrite existing data to No. If you do not see any of these settings in import template click on Advanced button to see them.
