You need to give us more information on your export. From which extension you need to export and what are you trying to export? Without any of these details it is hard to help.

CSV Improved doesn't export to WIN-1250. All files are always exported in UTF-8 format. That is because all data is stored in UTF-8 by Joomla. If the ERP can't handle UTF-8, the only thing you can do is run the exported file through a conversion tool. Linux servers come with a tool called iconv which can be used for that purpose but don't expect miracles. Often accented characters are removed because they don't exist in the codepage.
