I see that options tab is hidden in Usergroup import template. Please load the attached patch file and Reset Tasks from RO CSVI Tasks page. You should see Options tab after that.

how is it possible to export all the Categories with all the Permissions Group?

In Joomla categories import use access field with usergroup ID to move permissions.

I migrateded the User Groups and then the Categories but the permission is not correct.

In your Joomla 3 Usergroup export template export ID field along with other fields. And in Joomla 4 site Joomla usergroup import template on Options tab set Keep ID to Yes and run the import. This will create usergroups in Joomla 4 site with same ID as in Joomla 3 site. You can then use usergroup ID in access field in Joomla categories import. That way categories are moved with same usergroup ID as in your Joomla 3 site.

Now the problem you need to check is if there is already a usergroup in Joomla 4 with the ID you are importing. In that case there will be ID conflict on import.
