i have this filed from my vendor xml that shows technical fields of the product

The only way is to manually recreate the data. If you look at the Custom fields for all for VirtueMart you see that you need to fill the fields custom_title, custom_value, and custom_param.

Basically you want to go from unstructured data (a long text string) to structured data (fields). This is something CSVI doesn't do. In your case this needs to be done manual or with a special script. Even with a special script I wonder how that is going to work because splitting the data looks like a challenge.
