I have approx 100 people to import into a J5 website. Can RO Users be used solely as an import tool. I do not require the options to delete inactive users or to run a cron job.

RO Users is a user management tool and is not used for user import. You should use RO CSVI instead. You can read through Joomla user import document. You can also run a sample import on our demo site with example templates available on the site.
