Is it possible to only add new user with Import and don't update existing users ?

Hello,
I guess you are doing Joomla users import as you haven't mentioned it in your message.You can edit your import template and on File tab set Overwrite existing data to No and save the template. This setting will not update the existing records in database and import only new users. Let me know if it helps.
