my problem is that they don't all have an email address, so when i want to import i get an error: "Missing required field user_email"

Correct because Joomla requires an email address.

You have no other option. The email is a required field, unless you have the users real email addresses, there is no way to import the real values. So import a system generated email address and you can save the user in the database.

What you need to do is create 2 rules as shown in the screenshots, make sure that the email skip has a higher order than the email on the fly because it needs to be processed first. Assign both rules to the email field. So when the email field is empty, the rule will create a random email address that is accepted by Joomla. Any users with an email address will be skipped for this import. You can find out later who still hasn't updated their email address by filtering on the @invalid.

You can create a second template or change the rules on the email field where you remove the email on the fly rule and change the skip rule to Skip empty fields. This will skip all the users without an email address and only import the users with an email address.

This way you don't have to make separate import lists and can use just 1 file.
