From your import file i see that you are trying to two imports in one, product import and price import. I would recommend you to create two separate import files and templates, one for doing product import and other for price import. This way you can avoid duplicate entries in your CSV file and importing looks neat.

Import virtuemart product prices which explains the required fields for doing the import.
how can i add this rules in the csv file?
To add a new DBTax to price you need to have field product_discount_id in your CSV file.
